Why Were These Rights Created?

The goal is....that by lifting you and me up....by giving us...through a comprehensive set of bankruptcy laws..... a second chance....by giving us a "fresh start"....by giving us back a reason to be hopeful....we will once again become....and remain....productive workers, good neighbors, loving and attentive parents, caring and helpful family members, available friends, and strong and involved citizens.

To accomplish this goal....Congress had to make the bankruptcy laws very powerful.....and it did.
